Description

The National Cemetery Administration is soliciting offers under Solicitation No. VA-786-12-R-0159 for the following service: The contractor shall be required to provide blank marble niche covers at Arlington National Cemetery, Arlington Virginia. Potential offerors will submit, at contractor expense, one blank marble niche cover according to the specification according that will be stated in Section 3.0 of the Statement of Work and stated below. Sample shall be representative of the stone to be used, the finish to be attained and the placement and diameter of the holes to be drilled. Testing results for the sample will be submitted per Section 6.0 of the Statement of Work stated below. The sample and testing results should be submitted by the closing date of the solicitation. The sample shall be marked clearly on the back with indelible marker showing contractor name, solicitation number, and quarry, source of stone and name of stone. Any sample which arrives damaged will not be acceptable. No samples will be accepted after the closing date of the solicitation. Section 3.0 Quantity is 22,030 for two deliveries. One delivery is slated for on or about June 25, 2012 and the second delivery is slated for August 25, 2012. Material: Marble (Marble shall be white marble which shall be sound and compact, free from cracks, spalls, chips, holes, calcite lines more than two inches in length, open seams, pits, or other defects that would impair its strength, durability or appearance.) Color: White (The overall whiteness of the marble exclusive of allowable coloration shall be (N.9 or higher) judged against the (Munsell Neutral Value Scale, Matte 31 -step scale) equal or similar to Danby Marble from Danby, VT. Variations in coloration shall blend gradually with the white background. Blotches of color, or clouding and veining which is in sharp contract with the background whiteness, which inhibits ease of legibility of the inscription, or which presents an objectionable appearance shall be cause for rejection). Finish: The face of each niche cover shall be uniformly machine honed with a finishing stone of 80 grit to produce a smooth satin finish, free of scratches, saw marks, rust spots and skips. The back of the niche covers can be sawn finished or better. All edges, of the front, back and corners shall be uniformly rounded with a smooth 1/16 inch to 1/18 inch aris (or chamfer). Four holes are to be core drilled in each cover as shown on drawing. The holes must be perpendicular to the face of the cover. The holes shall have smooth side wall from drilling the hole from opposite faces. Section 6.0 Stone supplied under this contract shall conform to the following specifications and physical requirements. Stone shall be tested, for the tests listed below, by an approved testing laboratory and the test results shall be submitted to the Memorial Programs Service, Program Support Unit for approval prior to the production of the sample niche covers. Testing is required only once and should be from a representative sample of the quarry. Testing results are required for new sources of stone. The contractor shall be responsible for all work at the cemetery. This procurement is for Lowest Price Technically Acceptable. Evaluation criteria for this award will be in the following order: 1) Price, 2) Technical Qualifications, and 3) Past Performance. This acquisition is 100% set aside for Small Business (SB). The NAICS Code is 327991. Size standard is 500 employees. Electronic solicitations will be available for download from http://www.fbo.gov on or about June 08, 2012. Responses to the solicitation are due on or about 2:00 P.M. on June 22, 2012. Any amendments to the solicitation will also be available at www.fbo.gov.
