- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate a two (2) year firm-fixed price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract on a non-competitive basis with TCOM, L.P., 7115 Thomas Edison Drive, Columbia, MD, 21046, for the procurement of TCOM 22M and 28M aerostat parts and spares for TCOM's aerostat systems located at Forward Operating Bases (FOBs) throughout Afghanistan for the Naval Air Systems Command 4.5x Special Surveillance Programs (SSP). The Government intends to procure the below items under the authority of 10 USC 2304(c)(1), FAR 6.302-1. The procurement is for the following, but not limited to, 22M and 28M aerostat replacement parts and associated spares: HUB Spares, Site Spares, 27 VDC Vaneaxial Fan, 4.7 Inch Diameter; Slip Ring / FORJ, Base (Four Pass Optics); Slip Ring / FORJ, Winch; APTU, EMI Assembly DC; Power Supply Unit DC; ARDD, DC, GPS; Airborne Cable Installation, DC; Tether Assembly, DC Single Mode; Display Panel Assembly; Aerostat Installation; PGSS System Top Assembly, Tether Up Spare; CISA System Top Assembly (Tether-Up Syst); Winch Assembly, CH/NL; Felixible Structure Assembly; Close Haul Line Installation Aerostat; Enclosure Air Conditioner, Integrated Heater, Nose Line, Battery, APTU, Power Supply, Snubber Line Installation, Spring Line Installation, Mooring Line Installation, and Field Service Representatives. The TCOM 28M+ and 22M Aerostat parts and spares are being procured to maintain PGSS FOBs. The technology being fielded as part of the PGSS is specifically tailored to protect US and Coalition forces by providing the ability to provide surveillance and locate and detect hostile forces that are approaching in the distance, giving US Forces ample time for situation awareness and an effective response. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses should reference solicitation number N68335-12-R-0198. Responses must be received within 15 days of publication of this notice.
