Description
PLEASE READ THIS NOTICE CAREFULLY. This pre-solicitation notice is being issued in accordance with Federal Acquisition Regulation (FAR) 5.204. This procurement is anticipated in being conducted in accordance with FAR Part 15, Contracting by Negotiation. The United States Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE) intends to competitively award a contract for a requirement titled ""Test and Evaluation of the BSEE Burner"". The Government anticipates awarding a single firm fixed price (FFP) type contract. The BSEE Acquisition Operations Branch is the contracting office for this procurement and the resultant contract administrator. All potential Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov at the time of submission of an offer. This will be a small business set-aside in accordance with FAR 19.502-2 utilizing the NAICS of 333132 Oil and Gas Field Machinery and Equipment Manufacturing and the associated size status of 1,250 employees. This is a new requirement. BACKGROUND The Low-Emission Crude Oil Burner, nicknamed BSEE Burner, was designed by BSEE and the Naval Research Laboratory (NRL) for the disposal of crude oil. The system can burn up to 640 bbl/day of crude oil and is capable of processing emulsified crude oil containing up to 40% water. The BSEE Burner was envisioned as an easily deployable system for disposing of oil in remote or environmental sensitive locations, or in areas with limited oil spill cleanup equipment available. Having been tested at the Naval Research Laboratory Chesapeake Bay Detachment (CBD) and Ohmsett, the system is now ready to be advanced to field testing in relevant environments. This project will oversee the testing, modification, and advancement of the BSEE Burner system with the aim to transfer the system to end users. PURPOSE The overall objective of this project is to test and evaluate the BSEE Burner system in simulated spill scenarios to include: 1. Evaluation of current prototype operation. 2. Conduct life cycle testing of system. 3. Modify existing BSEE Burner prototype in preparation for field testing. 4. Construction of additional testing prototypes as needed. 5. Field testing of BSEE Burner in simulated spills or spills of opportunity. 6. Modification of BSEE Burner prototypes based on field testing results. 7. Development of commercial air transport compatible packaging for BSEE Burner and all required equipment. 8. Preparation of BSEE Burner user manuals. SCOPE OF WORK Attached is a draft RFP for review and comment regarding the scope of this requirement. Questions and comments regarding the draft RFP can be sent to william.rilee@bsee.gov. Responses to the draft RFP may not be responded to directly, but rather changes to the RFP may occur as the result of receiving questions and comments to this posting. Comments and questions are due by 03 March 2025 10AM EST.
